Cet article croise le résultat de deux recherches doctorales et est le fruit d’un travail ayant pour cadre une étude plus globale sur les élites dans la ville. Deux sociologues y retracent la planification de l’extension de la ville par l’inspection de voirie au 19e siècle et la création du métro par le Service Spécial d’Etudes de la STIB au 20e siècle. Dans les coulisses des services de l’État, en décortiquant les archives internes de l’Administration (correspondances, rapports, notes et circulaires), on découvre que les fonctionnaires et plus particulièrement les corps techniques ont développé une pratique du temps permettant la réalisation pas à pas de grands projets. Le temps y est une donnée tactique et flexible, formulée et manipulée de manière à susciter le déploiement de la ville et engranger l’engagement irréversible des acteurs impliqués. La conclusion commune aux deux analyses, pourtant réalisées parallèlement, est de remettre en cause l’idée qu’il faudrait avant tout des visions et pouvoirs forts pour Bruxelles pour faire face aux grands enjeux urbanistiques. En guise d’alternative, sur base des enseignements de l’histoire des organisations, les auteurs proposent de s’intéresser d’abord aux corps techniques, à leur savoir-faire et à leur capacité d’être des médiateurs.
