Abstract
Résumé Les ONG ne sont-elles pas de meilleurs inoculateurs des normes globales que les États-nations ? Leurs modes d’intervention garantissent-ils à ces normes le caractère démocratique qu’elles affichent ? L’exemple d’une entreprise sociale dans le domaine de la santé au Bengladesh montre une forte tendance à réinstaurer une hiérarchie entre personnes secourues et professionnels. En Ouzbékistan post-socialiste l’importation de la démocratie qui avait séduit les élites dans un premier temps n’a pas empêché l’instauration de la dictature. En Chine les ONG enregistrées par l’État se saisissent des problèmes difficiles en utilisant des travailleurs sociaux formés dans les Universités. Un travail social bénévole est un bon point pour obtenir un emploi. Il y a aussi des ONG d’environnement en conflit avec le gouvernement à l’échelon local. Les ONG de genre émergent. Les ONG hésitent entre participation et dissidence, permise par Internet. L’État essaie de les intégrer dans une sorte de Care d’État.
