À partir des années 1990, la réglementation du secteur des télécommunications au Cameroun s’est traduite par le désengagement de l’État des activités d’exploitation des réseaux des télécommunications et par la mise en place d’une structure nouvelle du marché de ce secteur. Démarrée en juin 1995, la mise sur pied d’un cadre juridique et institutionnel assura le désengagement progressif de l’État et favorisa l’entrée de nombreux opérateurs publics et privés. À partir de 1998, avec la loi n? 98/014 du 14 juillet 1998 portant réglementation des télécommunications au Cameroun, le processus de restructuration s’accéléra, aboutissant à la création de l’Agence de Régulation des Télécommunications (ART) et confiant au ministère chargé des Télécommunications la supervision du secteur et la tutelle de toutes les entreprises publiques y agissant. La réglementation contribua à créer un environnement de concurrence et favorisa l’arrivée de nombreux exploitants dans le secteur.
