Abstract
« L’Identité de sécurité et de défense européenne n’est plus seulement une idée attrayante, c’est un besoin prioritaire. » En dépit des diverses tentatives infructueuses d’une Europe de la défense, les Canadiens écoutent avec attention George Robertson, secrétaire général de l’OTAN, pour voir l’Europe comme un point d’appui essentiel de leur politique étrangère. Le Canada ne veut plus être assimilé aux États-Unis, et craint d’être écarté des relations américano-européennes. Il s’agit dès lors, pour le Canada, de se présenter comme un interlocuteur et un partenaire privilégié de l’Union européenne (UE), notamment dans le cadre de la défense. Les diplomates canadiens ont joint leurs efforts pour tenter d’établir un mécanisme de consultation entre le Canada et l’UE, mais ils durent affronter la réticence des Européens avant de pouvoir émettre, en décembre 2000, une « déclaration conjointe Canada-UE sur la défense et la sécurité ».
