Abstract
Depuis la fin des années 1990, et de façon accélérée après le 11 septembre 2001, nous assistons à une critique plus ou moins sévère des politiques et des institutions du multiculturalisme de la plupart des pays. Dans le cas des Pays-Bas, aussi bien à l’intérieur du pays qu’à l’étranger, on juge que la situation est assez dramatique parce qu’elle présente les signes d’une panique morale et politique. Cet article tente de souligner les différences entre un discours ou une politique d’action symbolique et de véritables mesures politiques. Pour ce faire, il discute de la mise en œuvre des politiques et de certaines de leurs conséquences involontaires bien que prévisibles. Il souligne également d’importantes différences entre les discours et les politiques d’« inclusion » à l’échelle nationale et à l’échelle locale. Enfin, on avance que le climat politique est devenu de plus en plus hostile aux étrangers, chercheurs d’asile, immigrés et allochtones.
