Notion embarrassante, l’« acceptabilité sociale » gagne progressivement en crédibilité à la fois en termes scientifiques et sociaux. Au Québec, des recherches dynamiques permettent, dans une certaine mesure, d’en offrir une définition dépassant une part de ses biais initiaux pour explorer certaines dynamiques de la crise actuelle du modèle de développement lié aux ressources naturelles dans la Province. En particulier, elle peut mettre en évidence la dé-légitimation d’un certain type historique de développement économique (qui n’est plus acceptable d’emblée) et les vifs débats de société que cette crise implique lors de la mise en œuvre de certains grands projets. En ce sens, la notion permet de réexaminer avantageusement les rapports entre technologie et territoire, à condition de privilégier une acception dynamique et souple (en termes d’« acceptabilité » et non d’« acceptation »), politique (et non fonctionnaliste) et spécifiquement territoriale (et non générique ou abstraite). Sur cette base, nous proposons une grille d’analyse des processus à l’œuvre dans l’évaluation collective d’un projet au sein d’un territoire, distinguant trois échelles (macro-économique, meso-politique et micro-sociale). Articulant les orientations historiques de développement, les luttes de légitimité et les controverses et négociations socio-techniques, cette définition entend prendre au sérieux l’un des grands oubliés du développement économique : les territoires, pour examiner s’ils peuvent se constituer en acteur de leur développement
