Comment considérer les effets de la Nouvelle gestion publique (NGP) et des réformes qu’elle inspire sur le travail des professionnels du secteur public ? Au centre de ce dossier, cette question est explorée à partir d’enquêtes de terrain, conduites dans le domaine de l’éducation, mais aussi de la santé et de l’action sociale. Les travaux réunis brossent un tableau nuancé et subtil des effets de la NGP sur le travail des professionnels. Quelques lignes de force s’en dégagent. Considérée comme un puzzle doctrinal, la NGP apparaît encore plus variée, voire éclatée, quand elle est étudiée à travers sa mise en œuvre et ses traductions concrètes dans des dispositifs et normativités à visée gestionnaire. La diversité des réformes qui s’en inspirent traduit, classiquement, des spécificités nationales, mais les enquêtes proposées permettent d’identifier de nombreuses autres sources de variations : domaines d’activité, réactions des professionnels, implications des hiérarchies intermédiaires, environnements locaux, etc. Dans leurs déclinaisons localisées, ces réformes rencontrent donc des configurations hétérogènes d’acteurs et de règles, aussi leurs effets ne sont-ils pas directs et mécaniques. Ils témoignent, à rebours, d’une dimension paradoxale ou ambivalente de la NGP.
