Abstract
Jusqu’à récemment, les organisations publiques se sentaient obligées d’instaurer des mesures administratives pour garantir l’assujettissement du comportement et des intérêts de leurs employés aux priorités et aux intérêts de l’organisation. Bien souvent, tout ce qui avait trait à l’éthique dans ces organisations relevait en premier lieu de cette fonction de contrôle. Le mouvement mondial de modernisation de l’administration publique selon les lignes directrices de la nouvelle gestion publique semble davantage ouvert à l’autonomie du jugement éthique des fonctionnaires. Mais la combinaison de l’exigence de performance avec la gestion par résultats soulève un défi d’ordre éthique inédit, que cet article tente de cerner.
