Abstract
À partir des années 60, les pratiques planificatrices se sont développées en référence au modèle rationaliste qui fournissait certaines garanties opérationnelles et correspondait à une vision élitiste du politique. Or voilà que la crise de la fin des années 70 et du début des années 80 semble entraîner une redéfinition du rôle de l’État et, en même temps, des pratiques planificatrices. Qu’en est-il au juste : peut-on parler d’un nouveau paradigme de la planification ? Après avoir défini la planification comme étant avant tout un processus politique, l’auteur présente rapidement quelques aspects du modèle rationaliste et de sa remise en question. Enfin est abordée la forme que prennent les pratiques planificatrices dans le contexte actuel en faisant appel, notamment, à la participation. De manière exploratoire, trois niveaux d’intervention sont rapidement examinés : 1) l’élaboration de politique, 2) la mise en place d’un cadre de gestion différent, 3) la réalisation d’interventions ponctuelles.
