On a trop souvent tendance à considérer les rapports ethniques comme mettant en jeu une majorité dominante exerçant son pouvoir sur un ensemble de minorités. Or, en Amérique du Nord comme en Europe, on trouve plusieurs cas de figure éloignés de ce modèle. Parfois, plusieurs groupes partagent un pouvoir sensiblement équivalent de contrôler l'État et d'imposer une définition de la nation. C'est le cas des néerlandophones et des francophones en Belgique, ou des catholiques et des protestants en Irlande du Nord. Il arrive aussi, comme au Québec et en Catalogne, que des majorités clairement identifiables connaissent une « ambiguïté de dominance » liée à leur statut minoritaire à l'échelle nationale. Ces situations sont à la fois fascinantes à observer et éclairantes pour comprendre le rôle de l'éducation dans le maintien ou la transformation des frontières ethniques et des identités. Marie Mc Andrew en fait une démonstration remarquable dans ce livre où elle se penche sur divers enjeux, parfois controversés, tels la scolarisation commune, l'enseignement de l'histoire, l'intégration linguistique des immigrants, ou encore la prise en compte de la diversité à l'école. Elle s'appuie sur dix ans de travaux comparatifs réalisés dans le cadre du Réseau sur l'éducation dans les sociétés divisées, d'où est issu le concept de majorité fragile.
