Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana guru IPS SMP di Kabupaten Pamekasan menyusun kurikulum 2013 revisi 2017, merencanakan RPP apakah sudah terintegrasi dengan unsur pembelajaran abad 21 dan apa kendala yang dihadapi guru IPS dalam menyusun RPP dan solusinya. Pengumpulan data dalam penelitian ini dengan wawancara dan dokumentasi dalam bentuk RPP. Hasil penelitian menunjukkan bahwa (1) guru mempersiapkannya bersama-sama dengan MGMP tingkat kabupaten/kota. RPP yang disusun sudah sesuai ketentuan dengan tingkat kesesuaian mencapai 86% dengan kategori baik, (2) RPP yang terintegrasi dengan PPK rata-rata 34%, rata-rata literasi 16%, 4C rata-rata 43%, dan HOTS rata-rata 7%, kendala yang dihadapi guru dalam menyusun RPP adalah: (a) kemampuan atau kompetensi guru dalam menyusun RPP masih belum optimal, (b) sering terjadi perubahan peraturan tentang pembelajaran kurikulum 2013 kegiatan, (c) guru masih kesulitan melaksanakan kegiatan pembelajaran yang terintegrasi dengan HOTS, dan (d) kesulitan membuat siswa aktif. Solusinya adalah dengan mengoptimalkan forum MGMP baik di tingkat sekolah maupun di tingkat kabupaten dalam rangka peningkatan kompetensi guru di bidang akademik dan pedagogik seperti penyusunan RPP, pelaksanaan kegiatan belajar mengajar di kelas, dan proses penilaian. Beberapa saran yang dapat dikemukakan, pertama, terus mengoptimalkan dan mengefektifkan keberadaan forum MGMP tingkat kabupaten. Kedua, RPP yang telah dibuat hendaknya terus dievaluasi dan direvisi sesuai perkembangan berdasarkan temuan selama kegiatan pembelajaran di kelas. Ketiga, soal HOTS terus dikembangkan dalam proses penilaian untuk melatih siswa dengan keterampilan tersebut.
