Abstract
Pengembangan wilayah di Kota Sabang sangat memengaruhi ekonomi dan kesejahteraan penduduk. Pembangunan ekonomi di tingkat regional mencakup sektor primer, sekunder, dan tersier, dengan sektor dominan memberikan kontribusi signifikan terhadap produk nasional atau regional. Secara geografis, pusat pertumbuhan adalah area yang memiliki infrastruktur dan fasilitas yang menarik berbagai jenis usaha dan masyarakat untuk memanfaatkan fasilitas tersebut. Penelitian ini bertujuan untuk menganalisis sektor-sektor unggulan dan non-unggulan dalam Produk Domestik Regional Bruto (PDRB), yang menunjukkan tingkat pertumbuhan relatif cepat serta daya saing yang kuat, serta untuk mengkaji tingkat pembangunan wilayah dan pengelompokan wilayah berdasarkan karakteristiknya. Analisis yang digunakan mencakup Location Quotient (LQ), Shift Share Analysis(SSA), Skalogram, dan K-Means Clustering. Hasil penelitian menunjukkan terdapat sepuluh sektor basis yang memberikan kontribusi signifikan terhadap perekonomian daerah, dengan sektor sekunder dan tersier lebih dominan dan memiliki keunggulan komparatif, sementara sektor primer lebih berfokus pada pemenuhan kebutuhan lokal. Diketahui bahwa sektor Pendidikan menunjukkan pertumbuhan ekonomi yang lebih cepat dan memiliki keunggulan kompetitif, sedangkan sektor Pertanian, Kehutanan, dan Perikanan, sektor Jasa Keuangan dan Asuransi, serta sektor Administrasi Pemerintahan, Pertahanan, dan Jaminan Sosial Wajib tumbuh lebih lambat dan tidak kompetitif. Analisis infrastruktur menunjukkan bahwa Gampong Kuta Ateuh, Kuta Timu, Kuta Barat, dan Iboih adalah wilayah dengan tingkat perkembangan tinggi, infrastruktur yang memadai, dan berperan sebagai pusat kegiatan ekonomi, perdagangan, serta pariwisata. Tipologi wilayah Kota Sabang terbagi menjadi tiga klaster, di mana karakteristik wilayah menunjukkan kemiripan wilayah dengan aktivitas ekonomi (Cluster 1), administratif (Cluster 2) dan pariwisata (Cluster 3).
