Les philosophes politiques contemporains qui travaillent dans le sillon de l’œuvre de John Rawls adhèrent largement à l’idée que l’impôt progressif est un outil fiscal incontournable pour réaliser la justice sociale. Or, si Rawls dit peu de choses des questions de fiscalité, il suggère tout de même qu’un impôt proportionnel (plutôt que progressif) sur la consommation (plutôt que sur le revenu) pourrait constituer un aspect du meilleur régime fiscal dans une société libérale démocratique. Venant du plus important penseur progressiste des cinquante dernières années, c’est une proposition qui étonne. Pourquoi Rawls l’égalitariste défendrait-il une forme d’imposition fiscale dont les deux composantes – la consommation comme base fiscale et la proportionnalité comme mode d’imposition – ont tendance à avoir des effets régressifs ? Est-ce à dire que les rawlsiens devraient remettre en question leur adhésion à l’impôt progressif ? Ou devrait-on plus simplement abandonner la référence à Rawls lorsqu’il est question de défendre cet instrument fiscal ? Dans cet article, je pousserai l’enquête un plus loin afin de voir si ses principes de justice, combinés aux données contemporaines sur les effets des différents régimes fiscaux, ne pourraient pas justifier un impôt progressif sur le revenu (ou sur la consommation), même dans des circonstances idéales. Je présenterai deux arguments allant en ce sens : le premier insiste sur la nécessité de protéger l’égale liberté politique des citoyens, le deuxième est fondé sur une conception riche du principe des bénéfices, selon lequel toute richesse dans les sociétés démocratiques avancées est un produit social.
