Abstract
Policy paper ini mengkaji kebijakan perencanaan dan penganggaran dana BOS madrasah swasta dengan fokus pada empat isu utama, yaitu: (1) transparansi dan akuntabilitas pengelolaan dana, (2) kesesuaian alokasi dengan kebutuhan madrasah, (3) ketepatan waktu pencairan dana, dan (4) kapasitas sumber daya manusia pengelola BOS di madrasah. Tulisan ini menggunakan metode kualitatif dengan pendekatan pada studi kasus (case study) dan metode analisis kebijakan, termasuk analisis SWOT, untuk mengidentifikasi faktor-faktor internal (kekuatan dan kelemahan) serta eksternal (peluang dan ancaman) yang mempengaruhi efektivitas kebijakan. Hasilnya menunjukkan bahwa meskipun kebijakan BOS telah memberikan kontribusi positif terhadap peningkatan akses pendidikan, ternyata masih terdapat beberapa kelemahan yang perlu diatasi. Kurangnya transparansi dan akuntabilitas, ketidaksesuaian alokasi, keterlambatan pencairan, dan kapasitas SDM yang terbatas merupakan tantangan utama. Oleh karena itu, kajian ini merekomendasikan beberapa perbaikan, antara lain: (1) penguatan sistem informasi dan publikasi online untuk meningkatkan transparansi, (2) revisi formula alokasi dana dan penguatan proses penyusunan Rencana Kerja dan Anggaran Madrasah (RKAM) berbasis kebutuhan, (3) penyederhanaan proses administrasi dan peningkatan koordinasi antarinstansi untuk mempercepat pencairan dana, serta (4) peningkatan kapasitas SDM melalui pelatihan dan pendampingan. Dengan demikian, kajian ini menyimpulkan bahwa perbaikan tata kelola dana BOS secara komprehensif dan berkelanjutan sangat penting untuk memastikan dana tersebut digunakan secara efektif dan efisien, sehingga dapat memberikan dampak yang optimal bagi peningkatan mutu pendidikan di madrasah swasta. Evaluasi kebijakan secara berkala juga diperlukan untuk mengidentifikasi potensi permasalahan baru dan merumuskan solusi yang tepat.
