Implementasi GeoFOSS Geonode pada Sistem Informasi Perumahan dan Kawasan Pemukiman Terintegrasi (SI RUMAH KITA) Kota Padang

Abstract
Pembangunan perumahan dan permukiman layak huni merupakan bagian dari upaya mewujudkan tujuan nomor 11 dari Tujuan Pembangunan Berkelanjutan (Sustainable Development Goals/ SDGs) yaitu “Mewujudkan Kota dan Permukiman yang Inklusif, Aman, Tangguh, dan Berkelanjutan”. Berdasarkan UU Nomor 1 Tahun 2011 tentang Perumahan dan Kawasan Permukiman, pemerintah memiliki wewenang dalam penyelenggaraan dan pengelolaan perumahan dan kawasan permukiman termasuk prasarana, sarana, dan utilitas umum (PSU), Rumah Tidak Layak Huni (RTLH), serta permukiman kumuh. Dalam menjalankan wewenang tersebut, pemerintah melalui Dinas Perumahan Rakyat dan Kawasan Permukiman (DPRKP) perlu melakukan pengelolaan data yang akurat dan terorganisir sebagai pondasi pengambilan keputusan dan tindakan. Pengumpulan data geospasial melalui survei cukup kompleks jika dilakukan secara manual karena berkaitan dengan sinkronisasi titik koordinat dan atribut, sehingga sering kali pengintegrasian sulit dilakukan dengan cepat, tepat, dan efesien. Selain itu, pengumpulan data secara manual dapat menyebabkan duplikasi data atau tidak lengkapnya data yang dilaporkan. Hasil dari penelitian ini adalah dibangunnya Sistem Informasi Perumahan dan Kawasan Pemukiman Terintegrasi (SI RUMAH KITA) berbasis website yang memuat fitur pembuatan, pengelolaan, dan pembaruan data, dashboard, serta pelaporan masyarakat. Selain itu, SI RUMAH KITA juga diintegrasikan dengan aplikasi Locus GIS berbasis Android yang digunakan sebagai tools data collector survei di lapangan. Penelitian dilakukan dengan metode pengembangan perangkat lunak prototyping development with open source software. Geonode merupakan salah satu GeoFOSS (Geospasial Free and Open Source Software) yang dikembangkan menggunakan framework django dan bahasa pemograman python. Aplikasi Locus GIS diintegrasikan ke Geonode menggunakan aplikasi synchronizing (berbasis django framework) sehingga data survei dapat langsung disimpan tanpa terjadi duplikasi data.
