Abstract
Gelir dağılımı ve eğitim harcamaları arasında çift yönlü bir ilişki bulunmaktadır. Toplumdaki gelir dağılımı eşitsizliği, eğitime olan talep düzeyini etkilemekte ve düşük gelir düzeyine sahip ailelerin çocuklarının eğitim imkânlarından daha az yararlanması söz konusu olmaktadır. Eğitimin maliyetinin aile için yüksek olması ve gelir eşitsizliği eğitime katılımı engellemekte ve bu sebeple gelir dağılımı daha bozuk hale gelmektedir. Daha bozuk bir gelir dağılımı ise eğitim eşitsizliklerini artırmaktadır. Diğer yandan eğitime katılımın artması düşük gelir düzeyine sahip olan kişilerin gelirlerini artırarak kazanç eşitsizliklerini azaltabilir ki, bu da gelir dağılımını düzeltici bir etki yapabilir. Bu çalışmada birinci yöndeki etki, diğer bir deyişle gelir dağılımı bozukluğunun eğitime katılımı ne yönde etkilediği, üzerinde durulacaktır. Bu sebeple, Türkiye'nin ve diğer OECD ülkelerinin eğitim harcamaları ve gelir dağılımı karşılaştırmalı olarak analiz edilmektedir.
