La chute du communisme en décembre 1989 et les changements politiques qui s’en suivent ont eu comme conséquence, entre autres, l’ouverture des frontières de la Roumanie. Les citoyens roumains ont retrouvé une liberté fondamentale – celle de pouvoir circuler. Il faut se rappeler que jusqu’alors, pendant le régime communiste, le simple fait de voyager à l’étranger constituait le privilège d’une très faible minorité de personnes, principalement issue de la nomenklatura. Les migrations de cette période ont souvent été à sens unique, synonymes de fuite, d’exil, de rupture. La situation change significativement après 1989 ; l’exploration migratoire est suivie d’une diversification des flux (migrations permanentes vers le Canada, l’Australie et les États-Unis versus mobilités pendulaires au sein de l’Europe, migrations régulières versus irrégulières, migrations qualifiées versus non-qualifiées, etc.) tandis qu’émergent des réseaux migratoires qui se multiplient en une trame de champs sociaux transnationaux. Bien que ces nouveaux flux aient été canalisés en fonction des restrictions imposées par les pays occidentaux à la mobilité des ressortissants des pays de l’Europe centrale et orientale, vingt ans après l’ouverture du pays, cette migration est reconnue pour son fonctionnement transnational, à savoir la capacité qu’ont les migrants roumains à maintenir des liens à travers les frontières tant avec leur pays d’origine qu’avec les divers pays vers lesquels ils migrent.
