Neonatal hearing screening programs (NHSP) have been widely implemented in the United States of America, Canada, Britain, and many European countries. Australia also began implementing such programs in some states in 2001 (Australian Consensus on Neonatal Hearing Screening, 2001). The ultimate goal of neonatal hearing screening is early identification and intervention for children with hearing loss. There have been many studies undertaken concerning the outcomes of NHSPs. For example, establishing and monitoring the referral and follow-up rates for those infants who fail the initial hearing screening test is often used as the primary measure of the program's success. However, other outcome measures such as parent satisfaction with NHSPs have been recommended to evaluate the success of these programs. Assessing parent satisfaction with these programs remains a largely neglected area, with very few investigations conducted to date. Therefore, the primary aim of the present study was to investigate parent satisfaction with a NHSP. Another aim was to develop a valid and reliable questionnaire (Parent Satisfaction Questionnaire with a Neonatal Hearing Screening Program; PSQ-NHSP) to measure parent satisfaction in this context. One hundred and sixty-six questionnaires were distributed during the 5-month data collection period to parents whose children received neonatal hearing screening at the Hear and Say Centre, Brisbane. Of these, 80 questionnaires (48%) were returned. Results indicated that the majority of parents were satisfied with the overall services provided. Parents also demonstrated high levels of satisfaction with the three dimensions of satisfaction in the PSQ-NHSP; information, personnel in charge of hearing testing, and appointment activities. The newly developed PSQ-NHSP was analysed for validity and reliability. Content validity of the PSQ-NHSP was partially established by reviewing available literature on parent satisfaction studies in other paediatric health care service programs in the identification of dimensions of satisfaction for the PSQ-NHSP. Construct validity of the PSQ-NHSP was indicated by significant positive relationship between overall satisfaction and the three specific dimensions in the questionnaire. The PSQ-NHSP demonstrated excellent internal consistency reliability (reliability coefficient = 0.94) and excellent test-retest reliability (p = 0.97). In conclusion, this study has contributed preliminary information about measuring parent satisfaction with the provision of NHSPs. The satisfaction questionnaire was found to be a useful instrument for identifying service shortfalls and areas for service improvements. Routine use of parent satisfaction assessment in other NHSPs is recommended.
