A forum entitled "Dialogue on national health systems" was held during the 2 nd International Conference; it brought together participants from Brazil, France, Switzerland, Canada, in which case the Canadian representation was principally from Quebec.A symposium of Francophone public health associations was also held in a parallel track.The theme of the Forum primarily focused on "the conditions for the integration of health promotion and prevention in health systems", whilst the symposium was formulated around the "role of public health associations in health promotion: partners, experts, or counterbalances?"In fact, these two events comprised a display of what is at stake in terms of the current debates and the challenges to be faced with regard to the capacities and skills of public health actors to be able to influence health systems to improve the health of populations.Nearly 20 years later, this target is still engrained in the bussling activity around the implementation of the Ottawa Charter (WHO, 1986), which identified the reorientation of health services among the action strategies to promote health.The forum convened public health professionals and bureaucrats, academics and representatives from private foundations who were involved in health promotion.For them, this influence is filtered through the planning strategies which allow for the integration of prevention and health promotion in health systems.These strategies are applied and implemented mostly from within the health system.On the other hand, the symposium accentuated the role of nongovernmental organisations, such as public health organisations who find themselves at the cross-roads of networks involving institutional, political and academic actors.These associations perceive themselves as being outside of the health system, allowing them to keep a safe distance and a critical perspective.However, this can raise ambiguities and difficulties which we will address later on within this paper.
