Abstract This article looks into the question of the legal basis and status of Article 138(1) of the Rules of the International Tribunal for the Law of the Sea, which provides that an international agreement related to the purposes of the Law of the Sea Convention may specifically give to the Tribunal the authority to give an advisory opinion on a legal question.
