Does Neighbourhood Design Impact Children's Ability to Access Spaces for Informal Play and Activity?

The ability of urban design to affect human health and behaviour is a relatively new and under-studied field. Children form an important sub-population that is often overlooked, even though they are heavily dependent on the neighbourhood built environment for opportunities to engage in physical activity in the form of organized games and unstructured play. PURPOSE: The study purpose was to determine the degree to which the block patterns, street design, housing types and mix, and types and arrangement of open spaces enhanced or impeded children's ability to access and use neighbourhood spaces for physical activity. METHODS: An extensive literature review regarding the interaction between the built environment and children's play behaviour was conducted. Neighbourhoods in the city of Calgary, AB were categorized into one of four distinct types corresponding to development eras, and a representative neighbourhood from each era was mapped. First Period: Hillhurst (established 1914) Second Period: Glamorgan (est. 1958) Third Period: Temple (est. 1977) which is part of the sector including Rundle (est. 1973), Whitehorn (est. 1973), and Pineridge (est. 1974) Fourth Period: Somerset (est. 1995). The open space and park system of each model was critically analyzed, including typifying the open spaces, calculating network buffers for each park, collecting photographic evidence of neighbourhood and open space infrastructure, and making observations of neighbourhood park activity and usage. RESULTS: Street and housing design were the leading factors in determining whether or not children were able to access neighbourhood spaces for outdoor activity. Neighbourhoods with streets and housing designed to enhance traffic flow were found to discourage children from accessing open spaces. In newer neighbourhoods, open space designs did not include adequate spaces for older children and teenagers. CONCLUSION: Urban planners, stakeholders (parents), and private land developers should consider the impact automobile-oriented neighborhoods may have on children's physical activity access and subsequent health, and revise standards accordingly.
