How is it possible to understand global environmental regimes given the multiplicity of actors, institutions, and interests involved, not to mention the complexity of the relationships among them?A good start is to take a look at Farhana Yamin and Joanna Depledge's International Climate Change Regime: A Guide to Rules, Institutes and Procedures, a well-organized and detailed review of the developments of the regime, carried out with the support of the United Kingdom's Department for International Development, as well as the governments of Australia and Switzerland.Despite the vast literature on the United Nations Framework on Climate Change (UNFCC), works devoted to compiling the information with respect to new legal, institutional, and technical advances are scarce.What is observed is a major cleavage between two groups: the first focuses on the role of certain variables such as institutional setting, budgetary mechanisms, NGOs, and so on, whereas the second seeks to bring togetheröthough often superficiallyö the varied elements that account for the complexity of the regime.Yamin and Depledge's work not only identifies this gap in the literature, but also fills it quite successfully.This renders the book particularly useful to journalists, diplomats, politicians, and those who constantly need succinct information on complex issues in areas beyond their expertise.Another group of readers who might (repeatedly) consult the book are advanced students and scholars who will be required, sooner or later, to limit their object of study and to undertake teaching courses or academic supervision.In the introduction the authors present an explanation of how information is to be found inside the book.Key definitions are grounded in what is usually called mainstream literature; they are presented instead of discussed.This section shows how to move through the different chapters.Some readers will find this section of interest; its clear language and friendly display of the information prove quite helpful.On the other hand, it is also perfectly understandable that some of them may feel uncomfortable with this imposition.The second chapter poses the problem of climate change and provides a historical overview, including the key elements and decisions of the regime (such as the Marrakesh Accords), followed by a 500-page detailed picture of the many features of the Convention or Climate Change and its related agreements.The several players involved, the negotiation process, the role of scientific inputs, follow-up and compliance mechanisms, among other features, are presented in a clear and straightforward way.The chapters are not intrinsically related to each other and can be read separately.Challenges regarding implementation, institutional effectiveness, and strengthening of the regime are briefly pointed out in the conclusion.Equally important are the appendices, which bring together lists of groups, parties, decisions, and a set of fact sheets on emissions, targets, and projections organized by country, in addition to the European Union and the JUSSCANNZ group (Japan, USA, Switzerland, Canada, Australia, Norway, New Zealand).The quality of the printing makes the explanatory notes regarding the fact sheets (pages 584 to 593) a little hard to read.Conversely, the illustrations give wellsummarized and clearly displayed information.Also worth mentioning is the bibliography, separated into primary and secondary material.It is true that other definitions could have been discussed in the introduction.Also, the conclusion seems a little abrupt, especially after such careful and accurate work.These points could have been more developed, but this is not exactly a weakness of the guide; rather, it seems to reinforce the authors' proposal.They do not seek to make a critical analysis of the legal, political, or institutional aspects of the regime.Neither do they not make claims about the role of certain coalitions, issue linkages, or monitoring mechanisms.But they do show that significant contributions in the academic realm come not only from new findings, but also Reviews
