Calculated Kindness: Global Restructuring, Immigration and Settlement in Canada. Rose Baaba Folson, ed. Halifax: Fernwood, 2004. 172 pp. $17.95 US sc. Providing insight into both the historical formation of Canada's immigration policies and snapshots of the current context of immigration, adaptation, and resettlement in Canada, Calculated Kindness presents a much-needed, critical re-examination of Canada's role in the global movements of people. Through a range of case studies and policy reviews, this collection of simultaneously provocative, insightful, and accessible essays addresses how factors such as race, ethnicity, class, gender, and geopolitical relations shape Canada's policies of inclusion and exclusion. More specifically, the various chapters explore topics including the sociocultural, ideological, and discursive constructions of the immigrant; the colonial legacy of South Asian migration to Canada; education and training options for immigrant women; strategies of linguistic assimilation and domination in immigration policy; migrant sex-trade workers in Toronto; national and global sexual harassment of Oriental women; professional migrant women in the Canadian economy; Canadian development aid workers; and perceptions of the globalization of Islamic fundamentalism. Ultimately, the contributors challenge popular notions of Canada's benevolence as a humanitarian nation with altruistic intentions, at least with respect to the admittance of immigrants. Despite the book's analytical framework of global restructuring and its consequences for the structures and policies of state inclusion and subject positioning, Calculated Kindness would benefit from a more thorough discussion or theorization of globalization processes. An introductory chapter addressing the phenomenon of globalization, for instance, would clarify for the reader's benefit the particular approach to globalization that the contributors brought to their analysis of historical events or contemporary sociopolitical processes, for globalization is undoubtedly a complex phenomenon that means different things to different people across various disciplines. Indeed, many of the contributors only implicitly address the processes of global restructuring while focussing more narrowly on its implications by exploring such issues as the racist and gendered tendencies in immigration policies, the rhetorical construction of the immigrant, and the instrumental goals of the state in promoting itself as a philanthropic nation willing to lend a hand to less developed nations and underprivileged individuals.
