According article 3 of Vienna Convention for the Protection of the Ozone Layer, studying the effect of ozone layer changes on the climate is a priority in importance. However, instead, real studies have been tampered with financially-motivated decisions of the Montreal Protocol. Based on ozone layer daily and monthly monitoring and using system, comparative and discourse analysis, I review media reports on main synoptic events and weather anomalies in comparison with total ozone maps during summer and autumn of I show that most of the second half of 2016 in the Northern Hemisphere and in Russia was marked by record abnormally high temperature. For the Arctic regions, most often marginal seas of Siberia, the largest values of anomalous heat were characteristic. Due to them, the average monthly temperatures in Russia and in the Northern Hemisphere were the highest on record. That is the main conclusion of the synoptic observations during this period: the planetary heat center is located in the Siberian marginal seas. This is where it is necessary to focus on identifying the causes of thermal anomalies. For us, it has long been clear. main process of heating the air above the Arctic Ocean is deep degassing, which causes the melting of ice. water freed from the ice, warms cold polar air, and the magnitude of temperature anomalies increases in winter months when the air is cooled maximally in the polar night.
