Résumé
REPRESSION AND RESISTANCE Canadian Human Rights Activists, 1930-1960 Ross Lambertson Toronto: University of Toronto Press, 2005. xiv, 370pp, $47.25 cloth (ISBN 0802089216)Ross Lambertson has written an impressive and comprehensive study of the history of human rights and human rights activists in 20th century Canada. His study-organized both chronologically and topically-covers an impressive amount of ground. It begins with the of the of Quebec's padlock law in the 19303 and moves through the decades, examining the crisis of civil liberties during WWII, the fight against Japanese deportation, the Gouzenko affair, the Canadian Jewish Congress (CJC) and its place at the vanguard of an emerging civil rights coalition, the CJC and the Dresden story of the fight against Jim Crow in southwestern Ontario, and lastly the creation of Diefenbaker's bill of rights.Lambertson demonstrates that there was an emergent emphasis on rights and redress in Canada between the years of 1930 and 1960, the genesis of which he locates in the turmoil of the Great Depression, ending with Diefenbaker's bill of rights (5). During this period, Canada progressed from being a country wherein human rights violations were widely accepted-and even encouraged-to one characterized by official forms of racial and religious discrimination, a wide range of laws against private discrimination, and a far better track record of respect for libertarian rights such as freedom of speech and freedom of association. Lambertsoris central thesis is built upon three causal claims. First, at the international level in the aftermath of WWII, there was an emergent concern with human rights. secondly, Canada was more amenable to respecting such rights as a result of a greater tolerance borne of a climate of economic prosperity and political stability. Lastly, significant individuals and, more commonly, human rights organization legally codified these attitudinal and cultural changes (6).Lambertson identifies libertarian and egalitarian rights as the two kinds of individual rights that form the scaffolding for his argument. The former demands the individuals' protection from governmental restrictions on his or her liberty, whereas the latter was staked out by various group demanding equal treatment, and who vigorously fought their second-class citizenship. Looking at human rights as the confluence of egalitarian and libertarian sentiments allows the author to flesh out a that has been unmatched in terms of its breadth and comprehensiveness. All of the stories recounted in this book have been studied elsewhere, though perhaps a few have not received the kind of detailed analysis this author presents. …
