It is known that a holomorphic motion (an analytic version of an isotopy) of a set <inline-formula content-type="math/mathml"> <mml:math xmlns:mml="http://www.w3.org/1998/Math/MathML" alttext="upper X"> <mml:semantics> <mml:mi>X</mml:mi> <mml:annotation encoding="application/x-tex">X</mml:annotation> </mml:semantics> </mml:math> </inline-formula> in the complex plane <inline-formula content-type="math/mathml"> <mml:math xmlns:mml="http://www.w3.org/1998/Math/MathML" alttext="double-struck upper C"> <mml:semantics> <mml:mrow class="MJX-TeXAtom-ORD"> <mml:mi mathvariant="double-struck">C</mml:mi> </mml:mrow> <mml:annotation encoding="application/x-tex">\mathbb {C}</mml:annotation> </mml:semantics> </mml:math> </inline-formula> always extends to a holomorphic motion of the entire plane. Easy examples show that this result does not generalize to all plane compacta. In this paper we will provide a characterization of isotopies of uniformly perfect plane compacta <inline-formula content-type="math/mathml"> <mml:math xmlns:mml="http://www.w3.org/1998/Math/MathML" alttext="upper X"> <mml:semantics> <mml:mi>X</mml:mi> <mml:annotation encoding="application/x-tex">X</mml:annotation> </mml:semantics> </mml:math> </inline-formula> which extend to an isotopy of the entire plane. Using this characterization, we prove that such an extension is always possible provided the diameters of all components of <inline-formula content-type="math/mathml"> <mml:math xmlns:mml="http://www.w3.org/1998/Math/MathML" alttext="upper X"> <mml:semantics> <mml:mi>X</mml:mi> <mml:annotation encoding="application/x-tex">X</mml:annotation> </mml:semantics> </mml:math> </inline-formula> are uniformly bounded away from zero.
