In the field of probation continuity is very important for addicted clients. Wraparound care is a meta-methodology that seeks to achieve continuity; the client and his professional are put in the center and equipped to manage the whole process by themselves. An important partner of probation agencies is the police. This study was conducted as part of a wraparound care pilot at Tactus in Almelo. The aim of the study was to gain insight into how wraparound care can be applied within the probation service for addicts and also analyze how the specific collaboration between Tactus and police could be improved from the theoretical angle of wraparound care, police-probation partnerships and loosely coupled systems. This was examined in four ways: by administering a questionnaire, by attending pilot discussions, through interviews and by organizing a discussion group. The results showed a need for more clarity in the process for a client among respondents of the questionnaire. The pursuit of self management could be difficult because of the mandatory conditions and the criminogenic problems and limitations of the client. Probation officers were already working in line with principles of wraparound care, but this is an implicit process and lacks a consistent approach. Suggestions to make principles more concrete were focused on what is important for a client and on the emphasis on the particular client and his qualities. The collaboration between Tactus and police was rated as good in meetings between the two organisations – where the wraparound care principles also emerged - but outside these meetings limited information sharing and collaboration was observed. The collaboration proved too much dependence on the individual and there was a lack of structure. Interestingly, the collaboration in the case of domestic violence was reported as much more positive, mainly due to their working method. Important limitations for greater application of the principles were budget cuts, reorganizations and role differences. The ideal partnership stated by both Tactus and the police consists of short lines, knowing each other, understanding each other’s role, more structured dialogue and exchange of information. The information-sharing partnership (as a form of police-probation partnership) appeared the most important form of collaboration and there was a moderate loosely coupled system with points for improvement. There were two main points of confusion, namely about whether or not information can be shared and whether or not police could look up the conditions of a client. Implications for wraparound care and practical recommendations are given.
