Raised in the Lafitte Project, fourteen-year-old Parnell Herbert started washing dishes in the French Quarter in 1962 to help supplement his single mother’ s wages. He dropped out of school, which he found boring, and took to the streets. He joined the Navy during the Vietnam War, and while on leave from the Navy in San Francisco he was introduced to the Black Panthers, a party founded in 1966 in Oakland, California by Huey P. Newton and Bobby Seale. Parnell never joined the organization, but he sympathized with its values from that time on. On his discharge from the Navy, he got married, had children, landed a technician’s job with BellSouth, and bought a house in Gentilly. Parnell’s work with BellSouth eventually took him to Pensacola, Florida, where he realized how much he loved New Orleans. Known as the “Poetic Panther,” in retirement he began to publish poetry and give workshops on racism around the country. He drove from the city by car to Virginia, where he watched the disaster unfold on cable news shows. This interview took place on January 11, 2006, in an Urban League office in Houston. Parnell is a tall, muscular, and youthful-looking political activist. 1 His heritage was prominently displayed in his two silver African bracelets. The simplest of questions were answered with detailed, eloquent, and impassioned discourses: a cross between poetry, storytelling, and theater. A common thread of ParnelVs life is his attempt to understand the genesis of New Orleans’s street culture and the impact of its drugs, alcohol, and violence that affect so many members of the community. He places his childhood, adolescence, and coming of age as a black man into apolitical context. The youngest member of the retirees, he has enjoyed a comparatively easy financial transition to post-Katrina life because of his BellSouth pension and his computer-savvy daughter, who guided him through the FEMA maze. Although his primary residence is now in Houston, Parnell is actively involved in efforts to rebuild New Orleans along racially just lines. The Poetic Panther’s story traces one strand of black activism from the 1960s to the present day. His story is the journey of an African-centered artist into a leadership role that continues in the Katrina diaspora.
