Résumé
The fourteenth Conference of the Parties (COP) to the CBD met at Sharm El-Sheikh, Egypt, on 17–29 November. Decision 14/1 noted that insufficient progress had been made towards meeting the Aichi Biodiversity Targets by 2020, and this could jeopardize the achievement of the goals of the Strategic Plan for Biodiversity 2011–20 and the 2030 Agenda for Sustainable Development. The decision encourages parties to enhance their efforts to prevent the continuing global decrease in live coral cover if they are to meet Aichi Target 10. A number of the decisions approved by the COP have relevance to coastal areas. Decision 14/5 explores the importance of biodiversity and ecosystems services in addressing adaptation to climate change and disaster risk reduction. The decision adopts voluntary guidelines for the design and implementation of Ecosystem-based Approaches (EBA) to climate change adaptation and Ecosystem-based Disaster Risk Reduction (Eco-DRR) that were approved by the Subsidiary Body on Scientific, Technical and Technological Advice (SBSTTA) in Recommendation 22/7 at its twenty-second meeting in Montreal, Canada, on 2–7 July. It stresses the importance of ensuring the full participation of local communities and integrating traditional knowledge. Parties should identify the regions, ecosystems, and biodiversity components most vulnerable to climate change and assess the current and future risks. In response to the coastal climate change hazards of storm surges, sea-level rise, cyclones, increasing temperatures, and salinization, the guidelines suggest EBA and Eco-DRR interventions of mangrove restoration, coral reef restoration, wise use and restoration of coastal wetlands, and coastal realignment. The implementation of these options may enhance resilience and reduce the social and environmental vulnerabilities due to climate change. Where appropriate, EBA and Eco-DRR need to consider transboundary realities and coordinate across economic/institutional sectors. Integrated Coastal Zone Management and Integrated Water Resources Management offer applicable lessons.
