The salmon fishing industry in Port Hardy, British Columbia is on the brink of change.New policies, the instability of boom-and-bust economic development, and climate change threaten the capture salmon fishing industry and aquaculture industries in rural British Columbia.I used a series of semi-structured interviews to examine the complexities behind the impact of climate change on fishing communities.I found that anticipating new industries, or the revitalization of old industries, leaves rural communities trapped in the cycle of resource dependency.Leaving the city of Nanaimo, you are quickly greeted with thick forests, roadside waterfalls, and distant views of snow-topped mountains.The highway twists and turns through the forest on your way to Port Hardy, the northernmost community on Vancouver Island.On my first day there I did not arrive until the evening, by which time the sun had started to set.I had the privilege of driving at the end of the summer season as the fall colors lay upon the forest, the hints of gold and orange filling the distance, creating a color almost copper in its appearance.The copper color in some ways is reminiscent of the Port Hardy Island Copper Mine, which operated as the third largest copper mine in Canada until 1995.It acted as one of Port Hardy's main sources of employment for over 25 years (University of Victoria, 2000).Port Hardy, although a small district municipality, hosts many hotels, cabins, and inns, no doubt given its role in the local fishing industry, nearby aquaculture operations, and its proximity to various sites of recreational tourism.Port Hardy's economy is heavily focused on two main industries.First, agriculture and manufacturing encompass over 38 percent of the total labor force in Port Hardy: This includes capture fishing, aquaculture and fish processing.(Government of British Columbia Community Overview, 2021).Second, the accommodation and retail industries encompass 18 percent of the total labor force in Port Hardy (Government of British Columbia Community Overview, 2021).These industries together comprise over 56 percent of the total labor force in Port Hardy.The accommodation business is heavily influenced by tourists and by fishers staying in Port Hardy during the fishing season.The two establishments most used as temporary residences by fishers during the fishing season are the Quarterdeck Inn Resort and Marina and the Glen Lyon Inn.
