Abstract. Law Number 5 of 1960 and Government Regulation Number 24 of 1997 amended by Government Regulation Number 18 of 2021 concerning Land Registration require land owners to register their land which can be registered sporadically and systematically. Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency Number 6 of 2018 concerning Complete Systematic Land Registration has regulated the issuance of certificates for sub-districts/villages simultaneously. One of the sub-districts that have become the target of the Complete Systematic Land Registration program, namely Citeureup District, North Cimahi District, Cimahi City, where some of the people didn’t have land certificates until 2021. This study aims to determine whether the implementation of complete systematic land registration in Citeureup Village, North Cimahi District, Cimahi City follows the provisions of the applicable laws and regulations. In this research, the scope is limited to the implementation of complete systematic land registration in the Citeureup Village, North Cimahi District, Cimahi City by laws and regulations in the land sector. This research used a normative juridical method based on secondary literature and materials, which were then analyzed qualitatively. The results of this research explain that the Cimahi City Land Office carries out a systematic land registration program in full following the provisions of laws and regulations in the land sector, but there are still several provisions that haven’t been implemented optimally as per the implementation stage which has been regulated in the Minister of Agrarian Regulation and Spatial Planning/Head of the National Land Agency Number 6 of 2018 concerning Complete Systematic Land Registration. Undang-undang Nomor 5 Tahun 1960 dan Peraturan Pemerintah Nomor 24 Tahun 1997 yang diperbaharui dengan Peraturan Pemerintah Nomor 18 Tahun 2021 tentang Pendaftaran Tanah bahwasaanya telah mewajibkan pemilik tanah untuk mendaftarkan tanah yang dapat didaftarkan dengan cara sporadik dan sistematis. Peraturan Menteri Agraria dan Tata Ruang/Kepala Badan Pertanahan Nasional Nomor 6 Tahun 2018 tentang Pendaftaran Tanah Sistematis Lengkap telah mengatur penerbitan sertifikat secara serentak kepada kelurahan/desa yang menjadi target program Pendaftran Tanah Sistematis Lengkap. Salah satu kelurahan yang menjadi target program Pendaftaran Tanah Sistematis Lengkap yaitu Kelurahan Citeureup Kecamatan Cimahi Utara Kota Cimahi yang sebagian masyarakat belum memiliki sertifikat tanah hingga tahun 2021 yaitu sebanyak + 165 bidang tanah yang belum tersertifikat. Penelitian ini bertujuan untuk mengetahui pelaksanaan pendaftaran tanah sistematis lengkap di Kelurahan Citeureup Kecamatan Cimahi Utara Kota Cimahi apakah sudah sesuai dengan ketentuan perundang-undangan yang berlaku. Dalam penelitian ini lingkup penelitian terbatas kepada pelaksanaan pendaftaran tanah sistematis lengkap di Kelurahan Citeureup Kecamatan Cimahi Utara Kota Cimahi dengan kesesuaian peraturan perundang-undangan di bidang pertanahan. Penelitian ini menggunakan metode Yuridis Normatif berdasarkan kepada bahan pustaka dan bahan sekunder yang kemudian hasil data tersebut dianalisis secara kualitatif. Hasil dari penelitian ini menjelaskan bahwa Kantor Pertanahan Kota Cimahi dalam melaksanakan program pendaftaran tanah sistematis lengkap sudah sesuai dengan ketentuan peraturan perundang-undangan di bidang pertanahan akan tetapi masih terdapat beberapa ketentuan yang belum dilaksanakan dengan maksimal sebagaimana tahap pelaksanannya tersebut telah diatur di dalam Peraturan Mneteri Agraria dan Tata Ruang/Kepala Badan Pertanahan Nasional Nomor 6 Tahun 2018 tentang Pendaftaran Tanah Sistematis Lengkap.
