The essays and addresses in this book have, with three exceptions (chapters 12, 14 and 20), all been prepared for presentation to Canadian audiences, and all deal directly or indirectly with problems of Canadian economic policy.I have collected them for publication at the suggestion of colleagues and friends in Canada.In this connection I owe a special debt to Professor William Kilbourn, of York University, and to Professor J.H. Dales, of the University of Toronto.Professor Kilbourn not only was the first to suggest the preparation of this volume, but has enlightened and enlivened my thinking in many discussions of Canadian politics and problems.Professor Dales devoted many hours of his year's visit to the University of Chicago to discussions of the economic effects of the Canadian tariff, and his probing questions stimulated me to devote several more weeks than either of us had expected would be necessary to the economic analysis of the Bladen Plan (chapter n).In addition, Professor Dales' experienced editorial advice has guided the arrangement of the chapters of the book; in particular, he suggested the inclusion of the paper on the overvaluation of the dollar ( chapter 20), on the argument that since I have devoted so much effort to castigating Canadian economic policy before Canadian audiences, it would be only fair to include a sample of my criticisms of United States economic policy to American audiences.I make no apologies for including that chapter, since it is a Canadian axiom that the United States is Canada's biggest problem.Nor need I apologize for the inclusion of my paper for the O.E.C.D.
