Paulo Freire 1 march 2011: return to sucre We are about to land.I am peering through holes in a blanket of white at row on row of hunchback peaks and ridges with attitude.They don't look very welcoming to the farmers who are the majority of people in this country.But now, as we dip below the clouds, I see valley bottoms and mountain hillsides green with produce that will soon be harvested.Rivers that seemed completely dry a minute ago have thin streams that shimmer like silver.They make me think about the veins of shiny ore that once made this region Bolivia's wealthiest.Didn't I read a quote recently about how enough silver was pulled out of these highlands to build a solid bridge from here to Madrid? 2 Self-interest dressed in development apparel has an all too extensive history in these magnificent highlands.Plus ça change, plus c'est la même chose!The wheels of the airplane drop down and we land smoothly.As I descend the small set of stairs to the tarmac, the smell of the crisp mountain air immediately draws me back to my life here a decade ago.I am happy to be back in la Ciudad Blanca -a colonial city dressed in white.The airport has not changed one iota.We crowd around a small conveyer belt and within just a few minutes watch a stocky baggage handler as he manually pulls a full cart to the baggage area.There's my suitcase, stuffed and strained at the zipper like most of the others.Travelling light has never been my forte.I leave the airport and see a young man hovering near the exit, hoping to become a taxi driver for a day.His offer is 20 Bolivianos (three dollars), cheaper than the going rate.I peek at his car nearby.The tires have treads.He looks at me hopefully and in I go.I have forgotten the name of the street that my hostel is on and my reservation letter is buried deep in my suitcase.With the help of my smart phone, we find it in the city centre.The trip from Ottawa has been incredibly straightforward, no delays, so unlike our family journey here in 2000.january 2000: getting to sucre On the fifteenth day of the new millennium, my husband, Pat, and tenyear-old daughter, Kelsey, and I had landed in La Paz.We were tired after a sleepless overnight flight from Miami but eager to start our yearlong adventure.For Pat -researcher and activist on issues ranging from farmers' rights to the politics of new technologies -and Kelsey, a grade five student, it would be work and school as usual, or at least a variation on that theme.For me, the year was a break in a sixteen-year career in international development.I was about to embark on anthropological research among Indigenous potato farmers in the highlands of Potosí's Chayanta province.At 5:35 am we were bleary eyed but excited.Our enthusiasm was soon dampened, however, with news that our on-going flight to Sucre had been cancelled.We were told to return early the next morning.Our eyes shifted to our 22 bags and to our slightly dazed Golden Retriever, Pepe, in his oversized cage.The ticket agent seemed not to catch our alarm.How would we ever find a hotel that, at the last minute, would accommodate not only a small family but also a big dog and a year's worth of belongings?"Perhaps there are lockers or a storage room?" we asked."No señora, " we were told, still with no demonstrable sympathy.Several phone calls later; we remained stranded, grouchier by the minute.A desperate call to my work colleague in Santa Cruz, Jaime Bravo, produced the name of an eco-hotel on the edge of the city, spacious and possibly more open to the dog.There was indeed room at the inn!Jaime saved the day, as he was to do time and again that year.Finding a taxi to load our family entourage proved another challenge.When our first potential drivers took a good look at our load, even the offer of a heftier fee was declined.Two drivers with roof racks finally took pity on us.They successfully crammed us and our luggage into and onto two used Toyota Corolla station wagons, built for the Japanese market and for right-hand drive.One of the first things we noticed was the gaping hole in the passenger-side dashboard.Like Canadians, Boli-
