This book is the quintessential and comprehensive history of an important time in recent Canadian history: 1975 to 1980.It is highly focused on the "boat people" -refugees to Canada from Vietnam, along with refugees from Laos and Cambodia.Within its covers there are important lessons for governments, organizations, and individuals trying to come to grips with an even larger refugee movement from Syria in the twenty-first century.I had the good fortune to be minister of employment and immigration from 1979 to 1980 when Canada made its grand gesture to successfully resettle 50,000 boat people to Canada in an eighteenmonth period.While I came into this politically as a new minister on 4 June 1979, a lot of the groundwork had been already been done by a group within the department, much of it led by Michael Molloy.It is fitting that he is now the driving force to mobilize veterans from the department to publish this book under the auspices of the Canadian Immigration Historical Society and McGill-Queen's University Press.In that context, I am honoured to have been asked by Michael to provide a perspective to this book in a brief foreword.First, this initiative to provide humanitarian assistance to large numbers of people in distress was an opportunity for Canadian society to come together to provide effective relief in a way that was unprecedented.Yes, government officials led the way in establishing structures, personnel, and resources.But it was communities across Canada -provinces, municipalities, faith-based groups, and neighbourhoods in large and small towns -that made it all happen.This was a clear example of Canada performing at its best.Second, never have I seen in my career as an academic, lawyer, or politician a situation where public servants in Canada have gone so far beyond the call of duty to make sure that a humanitarian politi-fo rewo rd
