The focus in this book is on Aboriginal media in the Canadian North, examined in the context of the development of Canadian, North American, and international Aboriginal communications and northern communications in general.Canada has long been a world leader in both northern and Aboriginal communications and especially in the development of Aboriginal communications in the North.Today, Canada maintains this leadership position despite the many setbacks and cutbacks that have followed each increment of progress, the increasing number of new initiatives and improvements to existing services in other countries, and the notable challenges from Australian indigenous radio and television. 1 Although many of the developments in northern communications have been small-scale and ad hoc, others have been ambitious and far-reaching.The federally funded Project Inukshuk sponsored by Inuit Tapirisat Canada (ITC), for example, helped to establish Inuit broadcasting.Its offspring, the Inuit Broadcasting Corporation, continues to thrive and to expand its radio and television programming.Inuit communications are among the most highly developed and consistently productive of the northern services, reflecting parallels in the political sphere -notably the emergence of the Inuit homeland of Nunavut, which became an official territorial government in April 1999.In the early 1990s the Anik satellites made it possible to develop Television Northern Canada (TVNC), the unprecedented television programming system produced under the leadership of representatives from thirteen federally funded regional Aboriginal communications societies (discussed in detail in Chapter 3).Its founders hope that it will some day span the circumpolar North to include Alaska, Greenland, Finno-Scandia, and Siberia.Although Ottawa persists in cutting funds, the broadcast explosion continues both in Canada and worldwide, facilitating the expansion of satellite availability and program development everywhere.
