Introduction: Narratives of Citizenship
Notice bibliographique
Résumé
On January 15, 2008, Statistics Canada released its most recent data on the Aboriginal population in Canada. While "a record number of [F]irst [N]ations people" participated in the census (Fenlon), twenty-two reserves and Indian settlements were incompletely enumerated due to a number of factors, including administrative hurdles, historical mistrust, and frustration with government surveillance.Several reserves refused to be counted in the census, asserting as the reason their status as sovereign peoples and members of their own Indigenous nations."We are not Canadian citizens," Chief Clarence Simon of the Kanesatake (Mohawk) explained: "We are North American Indians. And that is something they have to understand" (qtd. in Fenlon).Highlighting a different aspect of the impasse, Chief Don Maracle of the Tyendinaga Mohawk Territory called attention to the historical exclusion of Aboriginal peoples from state politics, thus alluding to xi xii diasporic, foreground the fundamental concepts around which this collection, Narratives of Citizenship, revolves. They highlight the assimilative demands of the nation-state and the integrative call of universal citizenship. They sketch diasporic and Indigenous strategies for "unsettling" these assimilative demands, suggesting that resistance and recontextualization take place in both public and private spaces and across juridical, political, and affective registers.1 Crucially, as the essays in this collection illustrate, the juridical and political dimensions of citizenship are inseparable from its affective aspects, just as the public spaces of its narrativization are bound up with its private articulations. The two statistical studies that begin this introduction are public entities, distributed through newspaper articles, television, conferences, and debates. In circulation, they open themselves to narrative interpretation and contestation, and indeed, to the question of what narratives they reproduce on behalf of the nation-state.Centrally, they ask us to think about narratives of citizenship, the title of this collection. These introductory texts
