In his new book, Christopher Browning explores the conceptual roots of nation branding. Browning delves into the motivations behind efforts of nation branding and the logics that govern this type of statecraft, offering an important critique of both the practice itself and the consultants, academics and policy-makers who promote it. The book eschews traditional understandings of nation branding, as a mere tool for public diplomacy or as a set of campaigns to be studied. Instead, Browning argues in favour of conceptualizing nation branding as a practice steeped in post-Cold War economic logic. According to the author, this practice is neither inherently peaceful nor inherently in line with public diplomatic efforts of the state, and, perhaps most importantly, the exercise commodifies national identity. The book begins with a genealogy of nation branding and its treatment in the literature, as both a concept and an act. The roots of nation branding come from the shifting constitutive discourses of international politics. In Browning's reading, the shift occurred from politically realist accounts of anarchy and power towards a hegemonic discourse, based on liberal economic competition. This framing captures the question of ‘globalization as the phenomenon’ versus ‘globalization as the discourse’. While the former may inform the salience or awareness of branding campaigns, the latter makes the logic of nation branding seem an acceptable or indeed natural way to maintain eminence in modern politics.
