For decades, scholars of migration have explored the formation and role of minority media in the making of postwar Canada and specifically, the country's embrace of cultural diversity as its defining characteristic.In the wake of Prime Minister Pierre Trudeau's 1971 declaration of Canada as a "multicultural society, " these researchers have most often viewed cultural identities and the media that created, organized, and packaged them for audiences as prototypes and forerunners of this emerging social and political reality.From their vantage point in post-1971 Canada, these studies "work back" to uncover the stories of communities and a country in the making (24).They value minority media for their instrumental production role in the organization of ethnic communities, establishment of "ethnic elites, " re-patterning of identity markers, and contributions to Canada's emerging multicultural political framework.Mark Hayward's Identity and Industry: Making Media Multicultural in Canada offers a different approach.Hayward asks us to consider the configurations of minority media networks.They were the result of minority interactions -both gainful and restrictive -with technological, political, and regulatory regimes in postwar Canada.These arrangements consisted of many moving parts and, with a few exceptions, were primarily transmitted and received at the local level.Consequently, there are limited opportunities for the researcher to "see" the effects and success of this type of media apart from minority newspaper readership registers and public events.Standout examples of the latter in the book are 1950s screenings of foreign films in large cities, pay-per-view events brought by satellite signal to urban theatres, and media mogul Johnny Lombardi's momentous CHIN Radio picnics, held annually in Toronto since 1966.The same Lombardi once quipped, "You can't measure ethnic" (131), and the author seems to agree with him when it comes to postwar minority media.Hence, he emphasizes the need for an exploratory approach to read its formations, and these were more historically contingent than contiguous.The stated goal of Identity and Industry is therefore a reasonable one: "to examine and analyze the institutions, organizations, norms, and regulations that served as the infrastructure supporting, monitoring,
