EXPLOITATION OF LABOR RESOURCES OF KHARKIV REGION DURING THE PERIOD OF GERMAN OCCUPATION: UKRAINIAN AND FOREIGN HISTORIOGRAPHY OF THE FIRST QUARTER OF THE XXI CENTURY

Résumé
The purpose of the article is to analyze the works of Ukrainian and foreign researchers on the subject of their presentation of the topic of exploitation of the labor resources of Kharkiv Region during the German occupation. The methodological basis is the principles of historicism, objectivity, complexity and systematicity. The research used methods of classification and systematization, analysis, synthesis and generalization, methods of historiographic analysis and historiographic synthesis, heuristic, narrative, historical-problematic, historical-chronological, historical-systemic methods. Scientific novelty. In the article, for the first time, the disclosure of the problem of the use of labor resources of Kharkiv region during the Nazi occupation in Ukrainian and foreign historiography is comprehensively investigated. Conclusions. As a result of the analysis of a number of works devoted to various aspects of the history of the Second World War, it was found that the problem of the use of labor resources of the Kharkiv region during the occupation was only partially reflected and revealed in historiography. In the works of Ukrainian scientists, the source value of the documents for the study of the topic, the evolution of the views of the Nazi leadership regarding the use of labor resources of the USSR, the stages of recruitment campaigns, the reasons for their successes and failures, survival strategies of Ostarbeiters in Nazi Germany, and the peculiarities of individual recollections of forced labor were investigated, and also the structure, composition, functions of auxiliary bodies of local “selfgovernment” (boards), auxiliary Ukrainian police and Ukrainian auxiliary economic administration and the powers of their employees, the use of labor resources of the occupied territories through the restoration of the collective farm-state farm system, and then its reformation. Foreign researchers, although they do not focus on the Kharkiv region, provide a thorough analysis of the mechanisms of the Nazi policy of recruiting ostarbaiters and their shortcomings, reveal the conflict of interests of the top management and local authorities due to the lack of qualified workers for work in the occupied territories of Ukraine, give a clear description of Ukrainian collaboration as “negative opportunism” and write about the mental problem brought to the Soviet reality by ostarbeiters who saw the standards and standard of living in European countries and returned to the Motherland. There is currently no such special and comprehensive historical study of the mentioned problem, where such important aspects as the daily life of eastern workers-Kharkiv residents, the emotional and mental dimension of their existence in captivity, female and male characteristics of ostarbeiter, the activities of local authorities and the cooperation of the population with the occupiers. This is promising for further research.
