Résumé
This master’s research is linked to the field of research “State, Policies and Management of Education” of the Postgraduate Program in Education at the Universidade Federal de Uberlândia (Federal University of Uberlândia) and to the Research Project: The Educational Policy in the State of Minas Gerais and the Issue of Quality: external evaluation and management at the center of Minas agenda. The core object of this research is the investigation of the control mechanisms of the “Programa Jovem de Futuro” (PJF), (Youth of the Future Program), that has been implemented in the high schools of the State of Minas Gerais, with the time frame from 2019-2024, during the management of the Novo Party, of governor Romeu Zema (2019-2026). Therefore, the main objective has been defined to identify how the control mechanisms of the Jovem de Futuro Program (PJF) lead Minas Gerais education to awards; and as specific objectives: to understand the relationship between neoliberalism and corporate education reform; to go through the process of business education reform and its impacts on school management, to analyze the concepts and tenets in the Jovem de Futuro Program (PJF) implemented in the State of Minas Gerais; and to analyze the implications of control mechanisms of the Jovem de Futuro Program for inducing the search for awards in education. To achieve the intended objectives, we based ourselves on Cellard (2012), Chizzotti (2000), Flick (2004 and 2009), Gil (2008), Kripka; Scheller; Bonotto (2015), Laville (1999), Minayo (2009) and Severino (2007). This is a bibliographic and documentary research with a qualitative approach. The following authors were used as theoretical support: Abreu (2017), Adrião and Domiciano (2018), Anderson (1995 and 2020), Araújo (2007), Batista (1994), Boron (1999), Brandão (2017), Dale (2004), Dardot and Laval (2016), Ferreira (2006), Filho (2007), Freitas (2012, 2014, 2016 and 2018), Gentili (1996), Harvey (2014), Hypolito (2011), Laval (2019), Merquior (2007), Peroni and Caetano (2015), Rosar (2013), Porto (2009), Saad Filho and Morais (2018), Santomé (2013), Saviani (2007 and 2020), Silva (2005), Shiroma (2018) and Souza (2016). In the documentary research the following were analyzed: The Activity Reports of Instituto Unibanco; The Activity Reports of Jovem de Futuro of Minas Gerais; the books published by the Institute; Governor’s Romeu Zema Government Plans; Law, Memorandums and Resolutions of the Education Department of Minas Gerais, which made it possible to understand the Jovem de Futuro Program of Instituto Unibanco (IU), carried out in Minas Gerais in the pilot phase (2008-2010), during the Aécio Neves government (2003-2010), and currently by Partido Novo during Romeu Zema’s government (2019-2026). The PJF proposes improving the quality of learning, aligned with neoliberal ideas, through the privatization of education, with an emphasis on control and rewards, focusing on the logic of efficiency and effectiveness. PJF activities follow the logical model titled “Circuito de Gestão” (CdG) Management Circuit, with the Plan, Do, Check e Act method (PDCA), are monitored and results are measured according to educational indicators: Ideb and Ideb Minas. We conclude that control mechanisms are used by Instituto Unibanco during the implementation of PJF Program in Minas Gerais State high schools and result in sanctions and rewards.
