Team Taiwan in Psychiatry Can Do for the Taiwanese Journal of Psychiatry

The publication of the Taiwanese Journal of Psychiatry was turned to Wolters Kluwer Publishing Company/Medknow/FlySheet for an open-access publication under the website address www.e-tjp-org effective January 1, 2019. This year, 2025, is the beginning of the third time of the three-year contract year. Now every article published in the TJP in the past six years can be viewed or downloaded free of charge because the TJP is in the database of directory of open-access journals. The articles published in the TJP can be also sccessed at Google Scholar. Like the American Journal of Psychiatry, the British Journal of Psychiatry, the Canadian Journal of Psychiatry, etc., the TJP is owned by the national psychiatric society, the Taiwanese Society of Psychiatry. As the editor-in-chief, I have witnessed the unprecedent positive changes in both Taiwan and the TJP in the past six years. Taiwan is Becoming More Visible Internationally According to the description of a commentary written from Beijing, China, Wuhan City, Hubei province, China had an outbreak of pneumonia of unknown cause in December 2019, which raised intense attention both in China and the rest of international countries [1]. The government in Taiwan immediately took measures to effectively prevent the wide spreading of the COVID-19 pandemic because Taiwan is close to China [2]. Learning from the terrible experience of the 2003 severe acute respiratory syndrome in Taipei [3], the Taiwanese had been preparing for infection control far in advance of the actual event. All people in Taiwan were mobilized to pool all national resources, to stockpile personal protective equipment, to do rapid risk assessment, to use transparent communication, to enforce border control, to stop community transmission, to activate infection control committee at each hospital, to use informatics technology software, to have solid public health system, and to have the backup from Taiwan National Health Insurance [2]. As we know, COVID-19 killed an estimated 7.1 million people in the world and made global life expectancy to decline by 1.6 years between 2019 and 2021. As of June 25, 2020, Taiwan had so far successfully controlled this pandemic [2]. Furthermore, Taiwan during the pandemic time started to help all friends in the world with donating masks and protective gears for preventing coronavirus infection under the slogan “Taiwan can help” and “Taiwan is helping” [4]. At the same time, many manufacturers have been moving into Taiwan in the past several years. According to the list of income per capital (Wikipedia 2025), the income per capital of Taiwan is listed as US$33,234. Out of 192 countries, this number of Taiwan is ranked as number 34 in the world. In Asia, Taiwan is ranked number 5, which is after four Asian countries, Singapore, Hong Kong, Israel, and South Korea. In the past year, the Taiwan Stock Market Index (TWSE) (www.tradingeconomic.com) has been growing steadily and strongly from 17,108 (on January 18, 2024) to 22,488 (on January 13, 2025). In the most recent report on January 25, 2025, from the Chief Accounting Office in Executive Yuan of Taiwan [5], the annual growth of the 2024 gross domestic product in Taiwan was 4.3%, which was the new height in three years (3.42% in 2020, 6.72% in 2021, 2.68% in 2022, 1.17% in 2023, and 4.30% in 2024). At the same time, the consumer price index has been keeping controllable rate (−0.23% in 2020, 1.97% in 2021, 2.95% in 2022, 2.49% in 2023, and 2.18% in 2024) [5]. The GDP growth in Taiwan is the best among the four Asian Dragons (Taiwan, Singapore, Hong Kong, and South Korea), and the 2025 GDP in Taiwan is expected to do well [5]. According to the Chief Accounting Officer, the good performance of GDP growth in 2024 has been credited to heavy domestic capital investments, unexpected amount of exported products, as well as “the economy” of international baseball games, i.e., participation of 2024 Team Taiwan in Baseball Game (Figure 1) and music performances in the fourth quarter in 2024 [5].Figure 1: A logo of the 2024 Team Taiwan in Baseball Game (Figure courtesy of The Team).Now Taiwan is the home of manufacturers of computer chips, artificial intelligence, computer servers, tool machineries, etc. The Human Freedom Index was 8.08 in value with a rank of 19 in the world (The best ranking is Switzerland, with 9.11 in value and the rank is number 1 in the world in 2024.). The Taiwanese Journal of Psychiatry is Published Smoothly Thanks to the strong support of the Taiwanese Society of Psychiatry (membership number = about 2,000). As the editor-in-chief of the TJP, I just to put “Team Taiwan in Psychiatry” to work for the TJP. As shown in Table 1, 3 editorials, 5 reviews, 19 original articles, 1 brief report, 4 letters-to-the editor, and 1 piece in corrigendum were published in the TJP in 2024. There were four invited international reviews in 2024 on mental health care in Poland [6], the makings of psychiatrists in Japan [7], global mental health written by Kleinman from the U.S.A. [8], and psychiatric care, training, and research in Aotearoa New Zealand [9]. The authors of those reviews were invited from international psychiatrists, who have been among recent contributors of new manuscripts for the TJP. This kind of review has been a standard feature of the TJP in the past several years and is an attempt to educate the readers of the TJP about what psychiatry is happening outside of Taiwan (Table 1).Table 1: Distribution of articles published in volume 38 of The Taiwanese Journal of Psychiatry in 2024 (n = 35)As an editorial previous routine in January, April, June, and October for the TJP four times a year, we hold an issue editors’ meeting to decide the list of preprint copy of manuscripts before the production of each issue of the TJP. All TJP editors involved in doing peer review get together to review and to discuss all the recently submitted manuscripts. At this issue editors’ meeting on January 23, 2025, I reported one case of withdrawn manuscript for an already accepted manuscript after the author wrote me that the certificate of the institutional review board did not match the content of the study in the accepted manuscript, and the author could not send us a substituted valid IRB certificate. Thus, the accepted manuscript was nullified. What’s more, the author is placed on the list of embargo for one whole year of 2025. Usually, the submitted manuscript and IRB certificates are sent to reviewers for their examinations. One submitted manuscript intending for an original article was rejected due to the suggestions of three reviewers with 2 to 1, with the majority unfavoring the acceptance. This rejected manuscript was brought up by an executive editor, who suggested that we could offer to publish an abbreviated and preliminary version as a brief report if the author is willing to revise the rejected manuscript and incorporate all suggestions of three reviewers. Yes, indeed an educational article in an issue is revised in five days and printed through this kind of decision at the issue editors’ meeting. To note, we did not suffer from any shortage of accepted preprint copies of the manuscript. In fact, after the acceptance of this manuscript, we had to pull out one preprint manuscript from other columns of that issue of the TJP to accommodate this brief report due to the chronological order when the manuscript was submitted. Like the publications of the TJP in the past several years, the four issues of the 2024 TJP have been published smoothly. We are confident that “Team Taiwan in Psychiatry” can share the burden of international psychiatric publications. Thus, I am sincerely inviting more manuscript submissions in Taiwan and outside of Taiwan to enrich the TJP. Conclusion As I did previously, the names printed in the table “Reviewers in 2024” (Table 2) are those who functioned as peer reviewers in 2024. More than half of them have been chosen from enthusiastic manuscript contributors to the TJP. From the membership of about 2,000 psychiatrists of the Taiwanese Society of Psychiatry, we have many talents, matching to their study topics for all submitted manuscripts.Table 2: Reviewers (n = 46) who devoted to assessing manuscripts submitted to the Taiwanese Journal of Psychiatry in 2024To be on the list of peer reviewers every year, the reviewers need to produce high quality of reviews and to be punctual every time. As the editor-of-in chief of the TJP, I appreciate the time and efforts of those royal experts to keep the TJP in good scientific standard.
