Study Of Regulatory Frameworks Tax And Financial Incentives For Wind And Solar Energy Development In Alberta Canada

This research project investigates what federal and provincial legal regulatory framework, tax and financial incentives are available for wind and solar energy development in Alberta, and to analyze how adequate and effective they are in order to provide an understanding of where Alberta stands in terms of promoting wind and solar energy resources. It also documents and analyzes barriers to wind and solar energy development in Alberta. Furthermore, it analyzes Ontario’s renewable energy policy particularly its Feed-in-Tariff program with related regulatory framework to provide examples that could be used in Alberta’s context. Using evaluation scheme based on regulatory objectives and measures commonly used to promote renewable energy resources, the research found there are not many federal and provincial legislation and regulations that promote renewable energy resources in Alberta. There are no direct provincial tax and financial incentives in Alberta. However, there are some indirect financial incentives even though they have not been evaluated for effectiveness due to lack of data related to indicators. Analysis of regulatory framework for Ontario demonstrates Ontario meets almost all the regulatory objectives and measures on the evaluation scheme list. In addition, analysis of the Ontario’s Feed-in-Tariff program shows the program is progressing well so far, making Ontario a potential example to study for a possible adoption of its example by Alberta. There were about nine federal tax and financial incentives programs found to be available in Alberta; however, they were not measured for effectiveness due to lack of data. The installed wind capacity from the federal Eco ENERGY for Renewable Power and its precursor, the Wind Power Production Incentive (WPPI) is about 769.50 MW or 69 percent of Alberta’s current wind generation capacity of 1116.6 MW, which demonstrates that these programs have been effective based on installed capacity. Renewable Energy Deployment Initiative (REDI) has been able to promote installations of about 5,884 m2 collector area in Alberta through a total of 41 projects while Eco Energy for Renewable Heat has helped the installations of 4,159.31 m2 collector area of solar with a total of 33 projects. But these federal programs are no longer in force, which could affect the future of wind and solar energy development in the province. A comprehensive future research is recommended on effectiveness and adequacy of regulatory framework, tax and financial incentive in Alberta as well as on Ontario’s Feed-in-Tariff program and its related regulatory framework for a potential adoption by Alberta and this report can provide a starting point.
