The Evolution of Conserving Cultural Landscapes in Canada: Paralleling the ISCCL

In the 1960s, the discipline of Heritage Conservation originated with the period restoration of the Fortress of Louisbourg in Nova Scotia. This work spawned the Restoration Services Division of Parks Canada. As a student, I learned of the meticulous restoration of the landscape of Motherwell Homestead in Saskatchewan, in the spirit of the Florence Charter whose mantra was ‘garden as monument’. While educated in the various treatments – whether preservation, period restoration or rehabilitation (aka adaptive re-use) – it seemed that no one was yet talking about heritage values in the 1980s. About that time, Parks Canada had released its CRM Policy so to better manage its heritage sites with a focus on protection and presentation. This approach guided the consideration and master planning of Parliament Hill in the 1990s which also marked an overdue movement away from looking at ‘buildings on their footprints’ and marked the advent of the era of Cultural Landscapes of National Significance. And since the 9/11 reality which spawned an emphasis on security, we here now focus and privilege multiple values, i.e. respect the evolution of a historic place and the ‘resonance of a multitude of voices therein. This nation’s seminal Standards and Guidelines for the Conservation of Historic Places in Canada launched 20 years ago now with a landscape section that took a ‘site planning 101’ approach; its second edition now steadfastly includes sustainable development considerations relevant in concert with the existential threat of climate change, global warming and the like. The pan-Canadian publication also emphasizes traditional practices, timely give our own grappling (reckoning?) with matters of Truth and Reconciliation vis-à-vis our First Peoples. And finally, one of the more challenging aspects of conserving and enhancing Parliament Hill for future generations is to consider it as an Indigenous Cultural Landscape, a long way from those early ‘gardens as monuments’ days.
