Résumé
The strategic digital city, from the municipal strategies, can be recognized as the application of the resources of information technology in the city's management and it is constituted in a project that advances to the management of the information in its multidimensional character and it is customized to the specifics needs of a citizen user. The theoretical basis highlights the information management theme and the strategic digital city theme. The purpose of this thesis is to develop a multidimensional information management model for the strategic digital city. Its originality lies in the conception of an unprecedented multidimensional information management model for the strategic digital city, specifically regarding the use of customized information and its dimensional character as one of the elements of the strategic digital city. The research methodology used here is qualitative and applied to a situational theoretical reality with an emphasis on the exploratory and deductive methods favoured by bibliographic, documentary and non - participatory observation of information systems of digital cities. For the construction of the model, an international authorial coupling was elaborated with theses from different countries, concepts and contributions to the new model. Five international predecessor models were identified and correlated to the model developed: Yountaik Leem, from South Korea; Pan Yunhe, from the People's Republic of China; Alexandre Sorokine, from the United States of America; Julia Barth, from Germany and Inteli Smart City Index, from Portugal. The model was experienced in two distinct cities: in the city of Regina, in the Saskatchewan province, in Canada and in the city of Rio de Janeiro, in Brazil. The multidimensional information management model for the strategic digital city was constructed from three constructs: multidimensional information, public services and strategic digital city. The constructs are interconnected by 10 multidimensional variables relating the conceptual base to the developed model that group 13 problem questions. The model observed the existence of the research variables, the multidimensional information dynamics, the relations with the public services and the strategic digital city. The results indicated the disconnection between one or more variables in the two cities surveyed, making the constructs that make up two-dimensional city management systems, limiting the possibility of customizing information and public services to each consultation and to each citizen. The conclusion reiterates the relevance of the multidimensional information management model for the development and transformation of the relations between the city, the citizen and the interactions with the projects of strategic digital cities.
