Досліджується питання планування використання земель як функції публічного управління в галузі використання і охорони земель. Наголошено на різних поглядах науковців щодо визначення поняття цієї функції та її закріплення в правовому полі. Запропоновано власний варіант поняття функції, який слід закріпити в Земельному кодексі України. Зосереджено увагу на визначенні особливостей різноманітних моделей планування використання земель у зарубіжних країнах. Виявлено найбільш вдалу модель здійснення функції планування та запропоновано розробку власної моделі з усіма необхідними доповненнями, що забезпечить ефективне здійснення повноважень органів публічного управління в цій галузі. \nThe article highlights the importance of land use planning as a function of public administration in the field of land use and protection. \nIt is based on the works of national scientists, researchers and modern legislation of Ukraine. \nWe emphasized the different views of scientists on the definition of this function and outlined the basic principles of its implementation. \nThe authors of the scientific article also identified the consolidation of the planning function in the legal field. The article \ncontains references to certain shortcomings of the legislation on the definition of the concept of land use planning function and offers its own version of enshrining this concept in the Land Code of Ukraine. \nDuring the study, we analyzed the implementation of this function at different levels of government and identified forms of planning. \nEmphasis was placed on special authorities that perform the function at the public and local levels and analyzed their main tasks and powers, which are enshrined in the relevant regulations. In addition, the authors of the study focused on identifying the features of diverse models of land use planning and protection in foreign countries, in particular, in the United States, the Republic of Poland, Canada and the United Kingdom of Great Britain and Northern Ireland. Based on this analysis, the most successful and effective model of implementation of the planning function was identified and it was proposed to develop its own model with all the necessary additions that will ensure the effective exercise of public administration powers in the field of land relations. \nИсследуется вопрос о планировании использования земель как функции публичного управления в области использования и охраны земель. Отмечены различные взгляды ученых относительно определения понятия этой функции и её закрепления в правовом поле. Предложен собственный вариант понятия функции, который следует закрепить в Земельном кодексе Украины. Сосредоточено внимание на определении особенностей разных моделей планирования использования земель в зарубежных странах. Выявлена наиболее удачная модель осуществления функции планирования и предложена разработка собственной модели со всеми необходимыми дополнениями, что обеспечит эффективное осуществление полномочий органов публичного управления в этой области.
