"The right to housing was recently enshrined in Canadian law. The words above provide a legal framework for the Canadian government’s actions regarding housing policy. But broad declarations like this are difficult to enforce legally and many Canadians are still without adequate housing. In Montreal, over 23,000 people are on waiting lists for social and community housing (OMHM, 2022). These kinds of housing are essential for households which struggle to afford the housing that is provided by the private rental and real estate market. Many need these kinds of housing but either do not know they exist or have abandoned their search for these more affordable housing alternatives given the long wait times. Unfortunately, these long wait times are accompanied by a trend of the private housing market becoming less financially accessible to low and middle-income Montrealers. This means that the number of Montrealers who would benefit from publicly subsidised housing is only increasing. The demand for social and community housing is outpacing the supply, despite the federal government’s affirmation that adequate housing is a fundamental human right. This paper takes a closer look at Montrealers who are in need of and searching for subsidised housing—and cannot find any due to its undersupply. It will begin by setting the context in Montreal. This includes taking stock of the housing affordability crisis, housing need, demographics, and the housing crisis in Montreal, outlining the history of social housing in Quebec, and identifying the ways in which this housing is currently developed and allocated. The paper then turns to an analysis of a survey of households in search of social housing. This survey was designed to answer questions about the makeup of these households, what their current housing situations are, what their experience searching for social housing has been like, and what kind of housing they would like to be living in. These Montrealers represent the gap between the social housing that has been produced in Montreal, and what the city needs for all its residents to have access to adequate housing. It is important to understand the needs and particularities of this group to begin addressing the housing affordability crisis effectively. [...]"@eng
