Sharing the Vision: A Mental Health Policy for Everyone: Implementation Plan 2022–2024:

‘Sharing the Vision (StV) – A mental health policy for everyone 2020 – 2030’ is Ireland’s
\nwhole system policy to enhance the provision of mental health services and supports
\nacross a broad continuum from promotion of positive mental health to specialist mental
\nhealth service delivery.
\nThis first Implementation Plan outlines a programme of work for the next three years from 2022 – 2024 to
\ndeliver StV recommendations. The plan incorporates the vision, values and principles of StV and is, like the policy
\ndocument, structured around four domains; i) Promotion, Prevention and Early Intervention; ii) Service Access,
\nCoordination and Continuity of Care; iii) Social Inclusion and vi) Accountability and Continuous Improvement. For
\neach of the 100 recommendations in StV, a plan for delivery is outlined, including what is be achieved, required
\ninput and milestones, and expected outputs and outcomes.
\nThe development of this Implementation Plan was overseen by the National Implementation and Monitoring
\nCommittee (NIMC), which comprises a Steering Committee, the HSE Implementation Group, the Reference
\nGroup, and an associated Specialist Group Panel. In line with the collaborative approach taken to the
\ndevelopment of StV, the plan has been progressed through effective interagency and interdepartmental
\ncollaboration. Pivotal to progressing the Implementation Plan was the active engagement of stakeholders and
\nidentification of leads for each recommendation.
\nThe NIMC will be responsible for monitoring progress against agreed milestones and identified outcomes.
\nProgress reports in respect of Quarter 3 and Quarter 4, 2021 have been published and are publicly available.
\nBuilding on an evaluation of this process, a monitoring and reporting framework is now being put in place to
\nensure visibility and transparency of progress made. Work has already commenced on more than two-thirds of
\nthe 100 recommendations.
\nThe Implementation Plan recognises the importance of effective communication with key stakeholders and the
\ncore values underpinning delivery of StV – namely respect, compassion, equity and hope – will be central to
\ncommunicating about StV.
\nThe Implementation Plan has a strong emphasis on promoting positive mental health, progressing community
\nbased and primary care mental health supports, improving children and youth mental health services and
\nimproving accessibility to mental health supports with meaningful inclusion of service users, families, carers and
\nsupporters in service design. Its delivery will be driven by an outcomes focus and a shared commitment to work
\nin partnership with staff, service users and families, and all relevant stakeholders to achieve our goal of a modern
\nand fit for purpose mental health service that meet the needs of those who require our services.
