Résumé
The problems posed by Indigenous peoples have been and remain the focus of many studies. But those studies merely outline the administrative relationship problems between the INAC and the band councils. They do not address the question, which in my opinion is fundamental, to understand the failure of the policy for governmental autonomy. How are the administrative relations between the INAC and the band councils structured ? What are the internal mechanisms of the financing programs which structure the relationship between the INAC and the band councils? How do these mechanisms function? What are their effects on the relationship between the INAC and the band councils? What are their effects on the band councils' management? Could those mechanisms harm or hinder the implementation of the financing programs and their management by the band council ?\nThis thesis pursues two goals. We aim to understand how the introduction, by the\nfederal government, of a new kind of organizational structuring in band councils\nmodifies their traditional functioning.Furthermore, we study how the implementation of this politico-administrative model structures an environment which redefines the political and administrative reality of Indigenous people (Aboriginal) communities.\nThese environmental and organizational dynamics present a complex theoretical\nproblem given the multiple layers of interpretation of the problems. The existing models do not explain how the organizational structure of Indigenous people's politico-administrative system operate. These models assume that the cause of the dysfunctional relationship between the INAC and the band councils are the results of a policy of assimilation of the Indigenous people by the Canadian society. However, no models attempt to explain how this dysfunctional relationship operates within the management of the band councils.\nDaniel Caron has explained, in his doctoral thesis, how the dysfuntional relationship between the Canadian state and the Indigenous people operated at a juridico-political level. As for this paper, following the logic developed by Caron we develop a new interpretative model of the organizational architecture of the Indigenous people's \npolitico-administrative system. Thus we widen the theoretical perspective of\nknowledge related to the indigenous people's problems.\nIn our model we address certain questions which define fundamental structuring\nproblems related to the Indigenous people's problems. What are the mechanisms and resources mobilized by an organization to implement new managerial practises in a multicultural context ? How to distribute the decisional and control mechanisms within a structure characterized by the alterity of its agency status? How an organization operates within the context of a principal â agent relationship?\nThe originality of our approach lies in the conceptualization of a new interpretive outline of the organizational architecture within an Indigenous people context. We broaden the theoretical perspective used to study the Indigenous people problems.\nWe use the contingency, stake-holder and organizational architecture theories to\nanswer our research questions to develop a new explanatory variable.
