Influences of National Culture on Multinational Enterprises: A Case Study of Balanced Scorecard Implementation in the Americas’ Steel Pipe Manufacturing Sector

A management system comprises the use of a set of concepts, methodologies and tools to maximise business results through better alignment between people, processes and strategic objectives. Many concepts and methodologies emerged from the need to solve problems within organisations and in different national contexts. The Balanced Scorecard (BSC) is a complete and widely used management system. Over the last 30 years, the BSC has undergone several improvements, until it became a strategic management system. The BSC's main purpose is to define measures and targets that are aligned with the organisation's strategy. However, the BSC has a high rate of failures in its implementation, being a little investigate the possible influences of cultural characteristics in scientific studies.This research aims to investigate the influences of national culture on the implementation of the BSC in a Steel Pipe multinational in the countries of Argentina, Brazil, Mexico, the United States and Canada. To conduct this research, the concept of national culture was adopted, which seeks to assess people's values and preferences concerning a particular research object. This research has as its primary objective the identification of differences in the preferences of senior managers in the countries participating in this research regarding the implementation of the BSC and the characteristics of the national culture at work. With these results, it sought to identify how the results of the characteristics of the national culture of the research sample influenced the results of the BSC implementation preferences.The research used the mixed method to integrate the results of online questionnaires and semi-structured interviews conducted in a multinational company in the Steel Pipe sector. The Steel Pipe sector provides products for the mining, automotive, oil and gas sectors and others. Furthermore, it is a highly complex manufacturing sector, concentrating its market on a few multinationals with several manufacturing units in different countries in the Americas. It is also a sector of senior managers with consolidated management experience and knowledge. In addition, one of the advantages of conducting research on cross-culture management in a single multinational is that the same organisational culture may influence different manufacturing units in other countries.The results of this research showed that national cultures influence the implementation of the BSC at some specific points. The results demonstrated that there are differences between the preferences of senior managers regarding the implementation of the BSC, highlighting at the strategic level. In addition, several concepts related to the characteristics of national culture could be updated. In addition, the research generated findings that are believed to support the Board of multinationals in the Steel Pipe sector, senior managers, expatriates and consultants in overcoming the challenges of implementing the BSC in the surveyed countries.
