Завдання та принципи міжнародного співробітництва у сфері вищої освіти в Україні

Résumé
Постановка проблеми. Міжнародне співробітництво у сфері вищої освіти є ключовим чинником підвищення міжнародного авторитету України, її інтеграції до світової спільноти, науково-технічного та соціально-економічного розвитку, залучення інвестицій і підтримки повоєнної відбудови. Попри дослідження окремих напрямів, зокрема інтернаціоналізації та ролі закладів вищої освіти у сталому розвитку, комплексні напрацювання щодо адміністративно-правового забезпечення, мети, завдань і принципів такого співробітництва відсутні, а наявні матеріали подають лише фрагментарні відомості. Мета – узагальнити основні цілі, завдання та принципи міжнародного співробітництва у сфері вищої освіти в Україні. Методологія. Аналітично-порівняльний та формально-юридичний методи використано для виокремлення ключових аспектів проблематики тематики дослідження й формулювання системи принципів співробітництва у сфері вищої освіти; догматичний метод – для дослідження змісту норм чинного законодавства і формулювання основної мети та завдань досліджуваного співробітництва. Результати. На основі об’єктно-географічного критерію виділено рівні міжнародного співробітництва у сфері вищої освіти. Доведено, що основною метою міжнародного співробітництва у сфері вищої освіти виступають взаємовигідне задоволення сучасних потреб людини та суспільства. Систему загальних принципів міжнародної співпраці складають принципи верховенства права відкритості, прозорості і публічності, взаємоповаги, партнерства і миру, а також підтримки науково-технічного прогресу і сталого розвитку суспільства. До системи спеціальних принципів відносяться принципи доступності вищої освіти, академічної свободи та академічної автономії, сталого розвитку й адаптованості освіти, а також свободи вибору місця навчання. Висновки. Міжнародне співробітництво у сфері вищої освіти охоплює набагато більше напрямів впливу ніж освітньо-наукова та науково-технічна діяльність. Система принципів такої співпраці формується на основі симбіозу основоположних ідей міжнародного та адміністративного права, а також етичних норм, засад сталого розвитку тощо. Problem statement. International cooperation in the field of higher education is a key factor in enhancing Ukraine’s international standing, integrating the country into the global community, advancing scientific, technological, and socio-economic development, attracting investment, and supporting post-war reconstruction. Despite studies on specific aspects, such as internationalization and the role of higher education institutions in sustainable development, comprehensive research on the administrative and legal framework, objectives, tasks, and principles of such cooperation is lacking, and existing materials provide only fragmented information. The purpose is to summarize the main goals, objectives, and principles of international cooperation in higher education in Ukraine. Methods. The analytical and comparative, as well as formal-legal methods were used to identify key aspects of the research topic and formulate a principles system for cooperation in higher education, while the dogmatic method was useful for studying the content of current legislation and formulating the main goals and objectives. Results. Levels of international cooperation in higher education have been identified by the object and geographical criterion. It has been proven that the main goal of this cooperation is the mutually beneficial satisfaction of the modern needs of individuals and society. The system of general principles of international cooperation consists of the principles of the rule of law, openness, transparency and publicity, mutual respect, partnership and peace, as well as support for scientific and technological progress and sustainable development of society. Special principles include the principles of accessibility of higher education, academic freedom and academic autonomy, sustainable development and adaptability of education, as well as freedom of choice of place of study. Conclusions. International cooperation in higher education covers much more than just educational, scientific, and technical activities. The system of principles for such cooperation is based on a symbiosis of fundamental ideas of international and administrative law, as well as ethical norms, principles of sustainable development, etc.
